In the United States, whose housing finance system was singled
out for praise by the Chancellor, Professor Ball said market
stability was largely a myth.
“The
argument that long-term fixed rates are better does not hold,”
Professor Ball said. “Variable and fixed-rate systems appear
in countries that have experienced property booms. Neither
delivers more or less volatility.”
